[IRCServices] Unreal + svs2mode + svsjoin bug.

Why didn't you use SVSMODE ?

svs2mode is known to be buggy. Obviously, the umode +o did not propagate
to services. Otherwise, there is no explaination, why ChanServ
issued that kick.
