[IRCServices] [OFFTOPIC] web client

[Partizanu]

Indeed cgi:irc was the 1st i installed... and I'm *so* sorry bahamut can't
use SETHOST (or similar) commands so I can use that nice client and haveing
clients with their own IP on chat :(
