[IRCServices] where oh where has my CHANSERV KEEPOPEN gone, oh where oh where can he be?

Hi,

I'm using Services-4.5.41 and was looking for something like ChanGuard 
to maintain all registered channels open, read about a  CHANSERV 
KEEPOPEN but couldn't find it.

How should I do it?
