[IRCServices] Notice regarding Bahamut support

Just as an FYI and this is what (I believe) prompted Andy's 
mailing in the first place.  This is taken from the Bahamut
1.6.x CHANGES file:

IMPORTANT NOTE
As of 4/5/2002, channel mode negotiations have changed.
This will cause desynch if running this version of the ircd with
bahamut 1.4.32 or bahamut 1.6 before this date.

I think the changes to the K/Z:Lines has little to do with
moving later Bahamut releases into the "unsupported"
category, as this would not have any adverse effects on
Services.  The above, however, does.
