[IRCServices] Services 5.0.13 released

I'm wondering whether this is anything to do with:
#define MODULE_VERSION_CODE 0x05000C /* 5.0.12 */
in the modules.h for 5.0.13? That said, it compiled fine for me using the
5.0.13 diff patch under debian woody.
