[IRCServices] Yet another suggestion

I don't know if this is possible, but is there some way to make it so
that when you restart or shutdown services, and start them up again, not
to see a large amount of spam from the logonnews, opernews, and chanserv
entrymsg, like a way to take it out of initialization verbose, if that
makes any sense.  Just a suggestion, I know I'd like to see a feature
like this.
