[IRCServices] SOLUTION [NickServ doesn't change Nicknames/kill Users]

Hi :)
I want to post the solution for my problem.
At first very special thanks to Dylan Merwe who found the solution :)

Well, in fact, nothing was wrong with NickServ. I had not commented out
NSFirstAccessEnable, and so it was normal that I didn't get killed or
renamed by NickServ :)
I then commented out NSFirstAccessEnable and cleared my NickServ access list
and everything was fine :)
