[IRCServices] database locked

[Andrew G. Buenaventura]

It works fine on 5.0.20.  reverting to the latest known to be good
database still gives out the same problem

if you have a backup of your services database, have you tried reverting
to it? The one you have now may have become corrupted in some way?
