     Yes, it does.  If you check your IRC server (and you should get
relevant server notices if you're an operator), you'll see that no AKILLs
(or GLINEs, depending on what IRC server you're using) are being added to
the server itself, and Services is simply issuing a KILL every time the
user connects.  You should also find a notice in your ircservices.log to
the effect that AKILLs/GLINEs cannot be added because autokill exclusions
are enabled.

     I'll update the FAQ to clarify this point.
