[IRCServices] Chanserv UNBAN bug?

Andrew, you say that the server doesn't have IP address information? How does whois information work? Because when whois'ing users as an oper you see:
user is connecting from *@removed.Murmansk.dial.rol.ru 255.25.255.25
Now how would the IP address be shown? Wouldn't it be server side?
