The mirrors should have it shortly.

     Alexander Zverev has graciously provided a Russian translation of the
Services language file; this release is primarily to incorporate that file
into the Services archive.  The Unreal issues have been fixed (in theory,
though not tested) in this release; I'll look into the +R and NickServ
SUSPEND issues later.
