[IRCServices] Unforbidding a nick

Hi Paul.  As per   /msg nickserv help forbid  :

-NickServ- Syntax: FORBID nickname
-NickServ-
-NickServ- Disallows a nickname from being registered or used by
-NickServ- anyone.  May be cancelled by dropping the nickname.
-NickServ- 
-NickServ- Limited to Services admins.
