[IRCServices] ChanServ memo to new channel founder

Hi,

With regards to the idea of setting access willy nilly, would it be
possible to craft a module which means the victim can _choose_
whether they want to be added to a channel's ACL or not?

ie:

/cs aop #chan add bleh

Someguy is trying to add you as AOP on #chan, type /msg ChanServ ACCEPT
#bleh
to be added.

Something like that perhaps?
(Not sure how it'd work with the ACCESS system however.
