[IRCServices] akick not setting channel ban

[Aragon Gouveia]

I've just done some experimenting now.  I cleared all the bans in the
channel.  It made no difference.  I restarted services and that fixed this
particular incident.

Maybe an uncleared variable floating around somewhere?
