Are you using the latest version (5.0.57)? I can't reproduce this:
-> *ChanServ* register #789 789 789
-ChanServ- Channel #789 registered under your nickname: Alcan
-ChanServ- Your channel password is 789 -- remember it for later use.
*** Mode change "+ntr" on channel #789 by ChanServ
-> *ChanServ* set #789 mlock +O

*** Alcan has left channel #789 ()
*** Alcan (achurch at hide-CC7E9766) has joined channel #789

I've been through this five bazillion times before. ChanServ will NOT join
channels, period.
