[IRCServices] Services 5.0.60 released

Hi, In order to apply this upgrade will I need to upgrade anything in either 
ircservices.conf or modules.conf?  In memory I still have services 5.0.56 
running but on disk I have version 5.0.59, I see no reason to restart the 
version in ram if it is running correctly, the new version will just be 
loaded if the old one crashes.
