[IRCServices] configure script changes

Hi, One thing I liked about the configure script in 5.0 is the fact that
you could have the script prompt you for the directories to install into.
In 5.1 pre0 the script defaults to /usr/local/lib and /usr/local/sbin it
would be nice if you could re add this prompting as not everyone
installing ircservices will be root on the system they are installing it
on and having the script prompt for the directories was a nice thing.
