[IRCServices] modules.conf -- double-up on the same word twice

In the modules.conf file -- I have spotted a double-up on the same word
twice.

(if the appropriate module module is loaded)



# NSRegEmailMax <count>  [OPTIONAL]
#     Sets the maximum number of nicknames that can be registered to a
#     single E-mail address; this affects both ordinary registration as
#     well as changing the address using SET EMAIL, and also nickname
