This release fixes a critical bug accidentally uncovered in the last
release which causes Services to crash on networks with two or more
servers. Two new options, NickServ NOOP and ChanServ MEMO-RESTRICTED,
have also been added.
Note that the mailing lists seem to have been temporarily unavailable
for the past week or so; if you sent a message to one of the lists and it
doesn't appear within a day or two, try sending it again.
