[IRCServices] 5.1 InspIRCd protocol

a few things with the InspIRCd protocol

*** DEBUG: WARNING: The server services.casey.net is sending nonstandard
modes: 'ChanServ MODE 0' where FMODE should be used, and may cause desyncs.

ChanServ is not giving you your modes when you join, and ChanServ is not
deopping you who is not an OP in the channel.
