[IRCServices] Hostserv for IRCServices 5.1.2

If you are using the chatspike hostserv, by me or by w00t (Robin 
Burchell) there is no updated version for ircservices 5.1 yet. (mainly 
because we dont use it)

How difficult does it look to port it?
