[IRCServices] Services Admin commands on InspIRCd NetAdmin

On InspIRCd there is Helper - GlobalOp - NetAdmin,  it was on GlobalOp 
it was happening on,  and was calling GlobalOp as normal / standard oper 
compared to the higher NetAdmin.
