1) Nickserv should only send a globops when the password is actually changed:

*** Global -- from NickServ: ME used SET PASSWORD as Services admin on USER
-NickServ- Please try again with a more obscure password.  Passwords
should be at least five characters long, and should not be something
easily guessed (e.g. your real name or your nickname).

The same issue exist on ChanServ also

2) Services admins can suspend (and perhaps forbid and drop? i didnt
tested that) other services admins.
