This release adds SUSPEND to the set of commands disallowed by the
NSSecureAdmins configuration directive for use on Services administrators.
A new configuration directive, NoAdminPasswordCheck, has also been added
to disable password strength checks when Services administrators use SET
PASSWORD or ChanServ REGISTER.  (This can be used to avoid multiple global
messages for SET PASSWORD when an administrator tries to set a password
that is regarded as "too weak".  Of course, it's better to educate your
administrators on choosing good passwords.)
