[IRCServices] Reminder: Services website andmailing listtermination

Hi, If development is going to stop with the current maintainer why not put 
out a request on the list for new maintainers so that the program and 
mailing lists and web site can still exist as ircservices is a great program 
and I am sure I am not the only one who wants development to continue.
