[IRCServices] Reminder: Services website andmailing listtermination

Services is licensed under the GPL, so anyone who wants to pick up the
source code can do so even without contacting me--as many people have
done in the past (Magick, Epona/Anope, etc).  However, while I'll listen
if someone does ask me, at this point in time I have no plans to
explicitly pass Services on to anyone else.

To be honest, it's my feeling that someone who did want to continue
Services would be much better served by starting from the design
documentation in the technical manual and rewriting the code from
scratch.  The current code base is already close to 14 years old, and
it's definitely showing its age. (Some of you may recall the flurry of
bugs that popped up shortly after the release of 5.1.0; the aging code
base was definitely a factor in the appearance of those bugs.)
