Works fine here with ircservices-4.3.3:
[msg(chanserv)] akick #slashdot enforce
--- chanserv: AKICK ENFORCE for #slashdot complete; 1 users were affected.

You neglected to mention what version of services that happened with and
didn't mention whether it was repeatable.
