[IRCServices] converting databases from magick

I've been able to get enough converted to make everyone happy around here,
basially hacking up the magick src to save as a partial services format,
then loading those with services and finally saving in the correct format
with the modified services code.

OK, not the prettiest way to do it, but it works.  I'd be more than happy
to distribute my modified services + magick code for anyone else
experiencing this same problems.
