[IRCServices] Patch to run Services on Red Hat and more

I don't mind anyone putting up a site with patches. If the whole thing is
well run and organised, then I'll probably consider endorsing it - in my
personal capacity. What I don't want is for people to start using those
patches and then assume they can get help from the mailing list when things
go wrong. The list members already have enough to deal with.
