[IRCServices] Services 4.5pre4 released

     Services 4.5pre4 has been released, and can be downloaded from:

The mirrors should have it shortly.

     I realize it's only a day after the last one, but this release fixes
two critical bugs that can cause Services to crash.  People using
pre0-pre3, please upgrade to pre4 immediately.
