Andy wont support this if you compile it, as its 3rd-party, but...

if you get the idleserv module from here, http://www.chatspike.net/modules/ - then it can be used to hold channels open while there are no users in it, the way you want.

My reasons being users wanting to make passworded channels. If a user makes a passworded channel and everyone leaves, all modes are removed. If you mlock +k yourpassword, upon entry it will set the "mlock" modes which include the password yet the user is still in the channel and now has the password visualy on the screen. Is this just with Unreal? How would one make a passworded channel, stay protected upon all people leaving (ruling out an eggdrop or the like)?
