[IRCServices] Unreal modelock issue

     This has been brought up before, and I won't be changing this
behavior; this is a classic case of DDTT.  (Don't Do That Then: if an
unusual action produces an undesired result, then the obvious solution is
to simply not perform that action.  For example, pounding on your keyboard
can cause keys to fly off, but that's not a defect in the keyboard--DDTT.)
