+q is a user mode that allows opers (not necessarily services admins(user 
mode +a)) to protect themselves from being kicked from any channel. I am 
not sure if Andrew Church means services already respects channel mode +a, 
which is channel admin. +q is a mode that Unreal Opers can set on 
themselves if they have the can_setq oper flag set in the config.
