[IRCServices] Web/mail moved back to ircservices.za.net

     I've finally gotten things straightened out with respect to the
ircservices.za.net domain, and the Services web site and mailing lists
have been moved back to that domain.  The relevant URLs/addresses are:

     The old domain (ircservices.esper.net) will continue to work for the
immediate future, but please update your bookmarks and address lists as
necessary, and please let me know if you have any trouble with the
ircservices.za.net domain.
