[IRCServices] IRCservices not sending anything after tcp connection is set up

I believe I found similar behaviour when I was doing hackery on a
fork, though I cannot recall what caused this, nor what I did (if
anything) to solve it.

Version was forked from latest 5.x release
System information: Pentium 4, FreeBSD 6 (standard, uncustomised)
