The Restricted access option disallows these users (with <= 0 access level)
to stay on the channel. They will be kick-banned instead.
Are you sure secureops is really set on your channel ? Check it with /cs
info #channel.
On the other hand you must have U-Lines for ircservices set, to allow them
to change modes.
