[IRCServices Coding] Possible /kill bug

it may be just my opinion.. but isnt it rather careless to /kill a service
anyway?
Services are coded to automatically re-connect if killed, so if they are not
re-connecting, the bug could possibly be here?
like i say thou, you shouldnt kill services :P
