[IRCServices Coding] Chanserv - Suggestion -

I think the OPNOTICE feature will do what you're looking for. It's available
in 4.5 and, if set, notices the channel whenever someone uses the op/deop
commands via chanserv :

/msg chanserv help set opnotice
