[IRCServices Coding] Access List

I have found something which I don't think should happen...

/cs levels #omega set acc-change 100

Now only people with Sops *should* be able to change the access list. I have
given someone level 50 in this channel. They then type:

/cs hop #omega add <nick>

This nickname is then added into the access list on level 40. This should
_not_ happen as the channel's level has been set to disallow anyone below
level 100 to change the access list at all.
