[IRCServices Coding] module programming questions

Can't really help you with the first problem - been way too long since
I've looked at the ircservices client modules.

As for the second, it *should* be available on rehash, but I believe some
odd behaviour has been seen by some people and a rehash is recommended.

As for 3, no, to my knowledge there isn't - yes, it would be useful as it
would save duplication work.
