[IRCServices] Automatic KILLCLONES support?

Session limit exceeded kills should eventually result in an akill. I once
had a flooder hit my network with abunch of clones, Services took no time in
removing the clones with an akill.
So if the person is back, then they would be from a different host to evade
an akill. In which Services should akill them if they try to clone flood
again. Which is what KILLCLONES was doing.
