Hello;
At the moment not, this is due to services setting a banmask onto
user at host, which is converted to *!user at host by the ircd.
If an op removes that mask, they will remove *!user at host, a mask which
does not exist on services' own ban list, so there is no need to resend
a ban already set, therefore only KICK is issued.
