Basically, rename an 'existing' language file to the name of your new language, translate it, Send it to Andy to see if he will add it to the main services distribution, edit language.c, perform a make and make install, then restart services. 

This should put your language into services :)

As a note, remember to read the notes at the top of the language you are going to translate from.
