Channel founder is always the person who REGISTERs it, unless it's 
changes with a ChanServ SET FOUNDER. Please read /msg ChanServ HELP SET 
FOUNDER
And indeed, the syntax is the same, as you actually use the normal 
command. But you could always check the syntax with a HELP message.
