[IRCServices] Possible bug but unable to reproduce

If you can not reproduce it, put it down to a random occurance (they 
happen!) Could possibly be an issue with your U:Lines or something 
blocking the mode change. Either way, if its working fine now, i 
wouldn't worry too much about it.
