1)
Nickserv should only send a globops when the password is actually changed:

*** Global -- from NickServ: ME used SET PASSWORD as Services admin on USER
-NickServ- Please try again with a more obscure password.  Passwords
should be at least five characters long, and should not be something
easily guessed (e.g. your real name or your nickname).

The same issue exist on ChanServ also

2)
Services admins can suspend other services admins.

3)
I've set the limit for bad passwords to 3.

Then i tried 2 times to identify to CHANNEL1 with the wrong password.
Then i've tried to identify to CHANNEL2 with wrong password and
chanserv killed me.

The behavior is supposed to be 3 wrong password PER CHANNEL.
