1) I actually agree with the current behaviour - the GLOPOPS message
should be sent when the command was used (which is what the message is
saying anyway), regardless of whether or not it was successful.

2) Hmm... I can see arguments both for and against on this one, let's
see what Andy says. (My feeling is that only the Services root should
be able to suspend Services admins, but others may have differing
opinions.)

3) Refer to the other mail I just sent. ;)
