[IRCServices] chan is not working correctly

Elite has released 3.0 and it's no longer costing money. Unreal is a rip of
an old version of Elite2.1. The coder to Elite works/runs a server on my
network. IF there's any questions or comments about the EliteIRCD they are
welcome to swing by and drop them off. irc.acestar.org We are working on
weeding out the services U line flaw. It's more of an annoyance than
anything cause it doesn't actually stop anything from working.
