[IRCServices] Addition for the command line...

A suggestion...Make a list that will not allow akills to be placed on
specific people. I do believe this is already in effect if defined in the
configuration file.That may be in the beta that I'm confusing with the
current. It's coming out somewhere. But it has something to do with not
allowing akills to be placed on services operators/admins/roots
